Administrative Service Coordinator and Forensic Liaison
PRIMARY PURPOSE OF THIS POSITION: The primary purpose of this position is to function as a team member with Service Coordinating Unit, other programs within the agency, community and institutional resources. Utilization of these services will present the opportunity for consumers to move towards a more stable, meaningful and productive life.

WORK SCHEDULE: The normal workweek for this position is 37.5 hours each week. 8:30 am to 5:00pm each week. The schedule may be adjusted to meet the need of the consumer.

DESCRIPTION OF ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Contact and schedule an evaluation with Administrative Service Coordination consumer referrals within Emergent, Urgent and Routine access standards. Following the assessment of a new referral, develop and implement a plan of action, making recommendations and linking to appropriate levels of treatment and support with adherence to appropriate access standards.
- Actively assist consumers in locating, linking, and problem solving with internal and external services requested to meet the individuals recovery needs.
- Monitor the consumer’s receipt, participation and effectiveness of service delivery as evidenced by documentation at the time of service or at minimum a monthly case management progress note. Utilizing a professionally written format, enter all information into the Qualifacts system daily or within 3 days of the service.
- Advocate for incarcerated consumers and monitor the Forensic system services evidenced by monthly jail site visits. Including dialogue with the Allegheny County Jail social work staff, ACDHS Forensic staff, probation/parole staff, local magistrates and or police departments
- Monitor, update, and maintain the TCV/County CHIPP list and fax updates to the Allegheny County DHS by the 10th of each month.
- Fiscal responsibility to the Agency and to SCU productivity expectations of 1250 hours per year.
- Provide information and referral, telephone consultation and crisis intervention to consumers requesting services as intake support.
- Work closely with community resources and maintain informal support network building through community and natural supports.

QUALIFICATIONS: Master degree in social science field with two years experience Bachelor's degree in social science field with four years of experience Any combination of training with experience as approved by the executive director

Intellectual Developmental Disabilities (IDD) Training Specialist
PRIMARY PURPOSE OF THIS POSITION: To provide one-to-one support for a mentally challenged adult female who will be attending the New Beginnings ATF.

WORK SCHEDULE: The normal work-week for this position is 8:30 a.m. through 4:00 p.m. Monday through Friday each week.

DESCRIPTION OF ESSENTIAL RESPONSIBILITIES AND DUTIES:
- To provide supports for all ADL skills, social, emotional and environmental needs.
- Conduct annual assessments, plan of care, and progress documentation.
- Participate as an Interdisciplinary Team member in cooperation with other Day/Voc service provisions, consumer families and ancillary providers.
- Comply with OMR regulations regarding 2380 Adult Training Facilities and Training Specialist definitions.

QUALIFICATIONS: High School Diploma or GED and be at least 18 years of age. Desired to have knowledge of Developmental Disabilities and experience working with challenging behaviors. Must have a valid driver’s license.

Maintenance Repairman
PRIMARY PURPOSE OF THIS POSITION: This skilled position performs maintenance and repair work in the construction, mechanical, plumbing, HVAC, or electrical trades. Work involves repair work following established work methods and performed independently or occasionally more advanced work.

WORK SCHEDULE: The normal work-week for this position is 37.5 hours each week. Position hours are usually from 8:00AM to 4:00 PM. Regular call outs may be necessary, and may be on call 24/7.

DESCRIPTION OF ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Takes the lead to repair and maintain buildings, mechanical equipment, work on plumbing, electrical, and some air-conditioning and heating systems.
- Build partitions; make plaster or drywall repairs; fix, remodel or paint roofs, windows, walls, doors, floors, woodwork, or other parts of building structures.
- Troubleshoot and fix faulty electrical switches, repair motors, unclog toilets and drains.
- Inspect and diagnose problems and determine the best way to handle them.
- On-call alternate weeks and holidays, or as needed.
- Obtain supplies from approved vendors upon approval from supervisor.
- Replace or repair broken parts.
- Move heavy furniture/equipment.
- Install machinery, furniture, fixtures, locks.
- Strip wax from tile and wood floors, resurface same.
- Remove or install carpeting, tile or other flooring.
- Provides heavy cleaning, such as scrubbing walls, polishing brass, or floors.
- Perform outdoor grounds maintenance including grass cutting, pruning, shrub and tree removal, snow removal.
KNOWLEDGE, SKILLS AND ABILITIES, TRAINING AND EXPERIENCE REQUIREMENTS:
- Must have excellent working knowledge of construction/repairs, and safety practices in a residential/professional environment.
- Has functional knowledge and skills to do the job at a high level of accomplishment
- Ability to communicate effectively both orally and in writing with staff, consumers and the general public. Must be able to follow standard operating procedures, and to perform duties in a professional manner and appearance.
- Must be able to read, write, complete simple reports
- Must know, understand and make decisions according to Agency Mission, Vision, and Values and within proper policy and procedures.
- Must use good time management skills.
- Ability to work weekends, shifts, early starts, and on-call time.
- Ability to make independent and good judgement decisions and work without direct supervision.
- Ability to complete multiple tasks, prioritize work orders at multiple locations.
- Ability to lift heavy loads, multiple times, push, pull, climb ladders, and to otherwise perform physically challenging work.

MINIMUM QUALIFICATIONS: Must be at least 21 years of age, have High school diploma or equivalent and minimum of 5 years experience in general maintenance. Must have valid PA drivers license, and vehicle that can transport tools between various sites; access to own tools a plus. Must be physically fit and able to lift and carry 100 pounds. Act 33/34 clearances.

Mental Health Recovery Facilitator (Part-Time)

WORK SCHEDULE: The normal workweek for this position is 18.75 hours each week. Days are based upon scheduled activities/needs. Hours are authorized and determined by the Site Supervisor.

DESCRIPTION OF ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Participate in all required meetings as scheduled (i.e. staff meetings, AURD)
- Relate incidents which merit further attention to supervisor chain of command/on call procedure.
- Teach Activities of Daily Living to consumers in residential settings which includes but not limited to shopping , cooking, maintenance of living quarters, hygiene and appropriate dress and implement goals as written in ISP.
- Complete all documentation within one week of its reporting period. Documentation would include but not be limited to: Complete progress notes in Qualifacts and discharge transfer summaries. Submit timesheets by Tuesday following payday. Submit expense vouchers monthly.
- Ensure safety of all consumers by reporting all usage conditions to the appropriate personnel, conduct fire drills as scheduled, keeping medications/controlled substances counted and locked up.
- Medication Monitoring including counts and observation of consumer intake of prescribed medication.
- As directed assist with the instruction and training of new employees
- Fiscal responsibility to the Agency and to the consumers, including assisting with budgeting, saving, and appropriate spending; ensuring that bills are paid in a timely manner and that checkbooks are balanced, and utilizing proper Agency authorization and documentation for all purchases on the consumer or staff's behalf (i.e. petty cash).
- Facilitates planning social and recreational activities as well as facilitates consumer groups, in house or in the community, such as AA/NA meetings.
- Facilitates transportation/accompany individuals to medical appointments, community activities including recreation, shopping, and community awareness.
- Have PPD screenings annually and physicals biannually and provide documentation of same. Start Hepatitus Vaccination series within the first month of employment or sign a Waiver.
- Complete new employee orientation checklist within the first six months of employment
- Complete HIPAA Competency training.

REQUIRED MINIMUM TRAINING: High School diploma or GED. Must be currently receiving or have received mental health services.

Psychiatrist
PRIMARY PURPOSE OF DEPARTMENT:
The primary function of Psychiatric Services is to provide best practice psychiatric services including initial assessments and all other treatment to consumers as well as to function as part of the treatment/planning team. This is done in accordance with all regulatory requirements as well as the Agency’s Vision, Mission and Values.

PRIMARY PURPOSE OF THIS POSITION:
The primary purpose of this position is to provide quality psychiatric service to all consumers and to function as a team member with therapists, nurses, service coordinators, support staff, administrators and other psychiatrists.

WORK SCHEDULE:
The normal work-week for this position is 37.5 hours; hours may vary depending on program needs.

DESCRIPTION OF ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Perform psychiatric evaluations/services in accordance with best practice standards of care and according to all regulations
- Provide medication monitoring visits
- Participate in providing emergency services for consumers when necessary - Provide all services based on recovery principles
- Complete all clinical paperwork (electronic records) promptly and in compliance with licensing regulations and agency policy
- Consult with staff as needed regarding treatment decisions, safety concerns
- Provide direct educational/coaching to staff formally or informally
- Provide education and consultation with consumers and family members when appropriate.
- Maintain working knowledge of up to date treatments through consultation, continuing education and other training programs

KNOWLEDGE, SKILLS AND ABILITIES: Board certified or board eligible in psychiatry. License to practice in Pennsylvania. DEA license. Experience in community psychiatry Ability to work effectively with individuals with mental illness and/or substance abuse issues in a community setting is essential. The psychiatrist needs the ability to function in a professional and caring manner when dealing with consumers and staff. Ability to use electronic medical record is required for this position. Ability to complete chart notes in a thorough and timely fashion, as well as ability to complete other required paperwork is essential.

REQUIRED MINIMUM TRAINING: Completion of a three year residence or training program in psychiatry which meets the certification requirements of the American Board of Psychiatry and Neurology or the American Osteopathic Board of Neurology and Psychiatry. Board certification/or eligible and Licensed to practice medicine in the state of PA as issued by the State board of Medical Education and Licensure or the State Board of Osteopathic Examiners

Secretary/Receptionist (Contract)
PRIMARY PURPOSE OF THIS POSITION: The primary purpose of this position is to perform front desk, medical records, and liability functions at the various outpatient sites including: Braddock, Turtle Creek, Homestead House, Steel Valley COG, and Southside. This position will cover for staff on vacation/personal/sick leaves.

WORK SCHEDULE: This position is a contract position up to 37.5 hours per week. Work hours each day will vary. Must be available Monday thru Thursday 7:00 a.m. to 10 p.m., Fridays 7:30 a.m. to 7 p.m. and Saturdays 8:30 a.m. to 5:30 p.m. This position will work evening and daylight hours.

ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Answers telephone, greets clients, and oversees waiting room
- Obtains signatures on encounter forms
- Checks in clients for appointments and notifies therapists of arrivals
- Completes insurance liabilities and collects co pays
- Updates client demographic and insurance information
- Makes copies of prescriptions and logs scripts in MD logbook
- Schedules clients and completes client reminder calls
- Documents client no shows and cancellations in Qualifacts
- Obtains necessary insurance authorizations and completes insurance forms
- Maintains medical records including daily filing and tracking of paperwork
- Performs medical transcription

REQUIRED MINIMUM QUALIFACTIONS: Two years experience in a complex business situation, graduation from high school, business school, or medical secretary school or any equivalent combination of training or experience. Must be able to multitask several functions as a front desk receptionist, liability clerk, and medical records clerk. Excellent communication skills, good typing and computer skills. Must have a valid PA driver’s license and vehicle.

Service Coordination Unit Supervisor
PRIMARY PURPOSE OF THIS POSITION: Supervises, directs and develops Service Coordinators. Promotes quality Service Coordination services including support, linkages, coordination, and monitoring of care to ensure a safe, healthy and successful community life for children, adolescents, adults, and their families. Ensures efficient operations and compliance with applicable regulations.

ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Provides individual Service Coordination supervision, including reviewing cases and monitoring documentation and administrative procedures; ensures that documentation conforms to agency policies and procedures and funding regulations and requirements.
- Assumes temporary responsibility or designates responsibility for providing service coverage for cases of Service Coordinators who are absent due to vacation or illness.
- Coordinates a 24 hour on call system for Service Coordination consumers. Serves as back up on-call worker for this system. - Regulates caseloads; evaluates staff performance; responsively and accurately completes performance appraisals.
- Identifies training needs, devises training plans, and ensures needs are met.
- Manages resources to ensure efficient and effective operations, including customer access and appropriate utilization.
- Holds staff accountable for meeting performance standards.
- Reviews and approves treatment plans; provides case consultation; resolves emergencies and crises.
- Participates in quality and performance improvement initiatives.
- Recruits and selects staff; recommends terminations. - Enters, reviews and edits electronic clinical information.
- Represents agency to schools, other agencies, other professionals and the general public.

KNOWLEDGE, SKILLS AND ABILITIES: Advanced knowledge of Service Coordination services for children, adolescents and adults and demonstrates ability to train others; advanced knowledge of community and mental health resources, working knowledge of applicable regulations; ability to effectively and appropriately supervise and develop staff; to facilitate team meetings; to ensure compliance with applicable policies, procedures and regulations; to identify training needs and devise and implement professional development plans; to evaluate performance; to complete timely, accurate appraisals; to manage resources and utilization to ensure customer access; to hold staff accountable; to take corrective action as needed; to review and approve service plans; to provide consultation; to resolve emergencies and crises; to select staff and recommend terminations; to efficiently use proprietary software; to represent the agency, to establish and maintain effective working relationships, and to communicate effectively. MINIMUM TRAINING REQUIREMENTS: Master’s degree in Social Work, Psychology or a related field with appropriate licenses, or a Psychiatric Nurse with appropriate licenses. At least five years of progressively responsible experience in social services required, at least two years of management experience recommended. Must have a valid PA driver’s license and a good driving record.

- Provides appropriate and necessary therapeutic group and individual treatment that reflect best practices.
- Accurately assesses consumers; identifies needs and makes appropriate referrals.

Youth Development Specialist - CASASTART
PRIMARY PURPOSE OF THIS POSITION: The primary purpose of this position is to provide group and individual treatment for persons with D&A issues.

DESCRIPTION OF ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Provides strength-based, family-focused prevention services to 15-18 children and their families. - Provides CASASTART’s eight core components to all enrolled youth. - Coordinates the development of the Individualized Service Plan and monitor its efficacy. - Participate in case conferences to assist in the recruitment of new participants and to review progress on existing participants - Collaborates with all team members including, but not limited to, family members, school supports, mental health providers, police officers, juvenile justice, community resources, and family members. - Educates consumer and others, such as family members or significant others when necessary, to promote achievement of service objectives and initiate early interventions. - Monitors the consumer’s needs and assists with emergent needs. - Makes appropriate referrals to formal and informal resources that meet family’s identified needs - Rotates 24-hr. on-call crisis support for all enrolled participants. - Represents the agency and consumers to other agencies, professionals and the general public. - Effectively communicates both orally and in writing; and maintains required documentation and reporting requirements to satisfy grant regulations. - Reviews charts for compliance with state regulations and prepares for formal record audits annually by the County, the State, and insurance providers. - Uses proprietary software document services in accordance with policies, procedures and requirements. - Assists in planning and facilitating Parent Support Groups, field trips, and other activities.
Qualifications: Master’s degree in social (human) services field with one year or more of practical experience OR a Bachelor’s degree in social (human) services field and three years or more of related experience OR two years experience in an S-5 position OR any equivalent combination of experience and training as approved by County OBH/OMR/DD Program Director. Current valid PA Class I drivers license, Act 33 and 34 clearances, and FBI clearance.
